Ok let me clear up a few things here.
You could be paying a million dollars a year in taxes.
You are not allowed to seek out any treatment health Canada doesn't approve of.
Health Canada determines what the price is.

Sounds harsh but makes sense.
You can't get the benefits if you don't contribute
and allowing people to still get services would create an out of control loophole
that would destroy the point of it for it's citizens.
They do accept insurance though from anywhere so it's not bad.
